John Paley, Consultant Manager, Vice President, BCSL
John is the Vice President and Consultant Manager for BCSL, an Associate of Binnie, and handles all construction-related projects at Binnie, including construction supervision assignments for the BC Ministry of Transportation and Infrastructure.
John joined Binnie in 1994 as a Project Manager. In 1996 he was appointed Division Manager of Binnie’s Surrey Office and in 2001 he was appointed Manager of our Construction Services Group. John has handled a variety of road-related municipal engineering projects as a Senior Engineer and Project Manager. His work includes a number of arterial, collector and non-arterial road widening projects, several maintenance related contracts, as well as over 300 paving projects.
Prior to joining Binnie, John was a Roads Engineer at the City of Surrey where he was responsible for the administration of the City’s $30 million capital construction program. John was also responsible for the development of Surrey’s annual roads program, road concept plans, road standards, innovative road pavement strategies and pavement maintenance and rehabilitation programs.
John is experienced at managing and prioritizing municipal infrastructure needs and works well with all levels of public and private organizations to manage the requirements of increasing density on existing and new infrastructure.
