The Vancouver Landfill has been in operation since 1966 and is owned and operated by the City of Vancouver, serving approximately 40% of the Greater Vancouver region.
The City of Vancouver first retained Binnie in 2013 to provide project management services (including contract administration and project control) for construction of Phase 2 closure and gas system improvements project at the Vancouver Landfill. Binnie was then retained again in 2015 to provide ongoing project management services for a suite of landfill closure, landfill gas expansion systems, stormwater and leachate network improvements, and earthworks projects at the Vancouver Landfill. The goal of these projects was to maximize gas collection, expand existing stormwater and leachate systems, improve collection efficiency, and reduce greenhouse gas emissions while meeting the BC Ministry of Environment regulations. Binnie’s work included managing the Western 40 Hectare Closure and Gas Works project, the largest progressive landfill closure undertaken in BC. This closure was completed in four stages between 2017 and 2020 due to its size and environmental regulatory requirements. This required careful planning and stakeholder engagement throughout the construction lifecycle.
Binnie worked with the City of Vancouver’s operations, design, project delivery, and supply chain departments to develop and manage this complex multi-year program. The landfill is in Delta and has multiple stakeholders, including Metro Vancouver, the BC Ministry of Environment, Burns Bog Conservation Society, and the City of Delta. Binnie managed all project activities and contract requirements, including the schedule, budget and capital planning (in collaboration with the Manager of Landfill and Transfer Operations), risk assessment and mitigation, and change order control processes. Binnie acted as the City’s representative, ensuring that the City’s interests were properly addressed at all times.
In 2020, Binnie’s scope of services was increased at the request of the City. Binnie was retained as a Project Advisor for the Phase 4 Closure and routine gas works (Stage II and Stage II) projects at the Vancouver Landfill. Binnie further supports and provides guidance to the City’s Project Management Team, identifying project risks, advising on mitigation strategies and the overall capital planning, and reviewing administrative deliverables for completeness and compliance with City standards. To date Binnie has successfully managed and supported the City on more than 10 projects at the Vancouver Landfill, including:
