The City of Salmon Arm retained Binnie to prepare a report on the existing traffic and safety operations of three intersections on 30th Street NE, an arterial road in the northeast sector of the City. One of the study intersections was located on Highway 1 and controlled by MOTI.
Binnie initiated traffic counts at the two local stop-controlled intersections to gather background traffic volume data. The Highway 1 intersection traffic data was downloaded from the signal controller by MOTI and processed internally at Binnie. Background and forecast traffic volumes were analyzed to determine if intersection upgrades will be necessary to support the growing population that the municipality is currently experiencing. Multiple improvement options were developed and analyzed to determine whether they would allow the study intersection to operate at acceptable levels in the horizon year scenarios. Left-turn signal warrant calculations were also prepared to determine whether a modification to the traffic signal was required.
As part of the study, collision data from MOTI and ICBC were reviewed to estimate the existing safety performance of the study intersections. Pedestrian and cyclist safety was also reviewed given that a number of schools are located near the study area. Based on the traffic operation and safety review findings, Binnie developed strategies to address the identified traffic-related issues.
