In 2002, Binnie was retained to provide Owner’s Engineer services for the Sea to Sky Highway improvements in advance of the 2010 Winter Olympic Games.
The project delivery model evolved from design and tender, to design-build and finally to design-build-finance-operate (DBFO). A section of the highway was tendered and awarded on the “alliance” model whereas a second section was awarded on DBFO concession. At the initial project stages Binnie’s role included completion of engineering surveys, development of design criteria, investigation and preparation of preliminary design options, design proposal evaluation, administration of design contracts, preparation of open house materials, assistance with public consultation, design quality audits, and coordination of the different engineering design teams. Binnie also completed the preliminary design of the highway through Urban Squamish. During the construction period, Binnie provided staff to review the submissions from the concessionaire, participate in the review and evaluation of Value Engineering submissions, and complete detailed ground survey and designs for ancillary projects.
