Highway 99/16th Avenue Interchange

Binnie was retained by the Ministry of Transportation and Infrastructure to prepare the Detailed Design for the Highway 99 and 16th Avenue Interchange in south Surrey, BC.

Due to a very tight project schedule and environmental constraints, the project was split into two design stages. Stage 1 included the design of 16 Avenue underpass structure; fish passable concrete box culverts; widening of 16th Avenue to four lanes; utility works along 16th Avenue including storm, sanitary and waterline relocation; and curb and gutter, sidewalks and driveway tie-ins along 16th Avenue. Extensive coordination was required with external utility companies for the design of BC Hydro, TELUS and Fortis utility relocations. Stage 2 included the design of highway ramps, permanent MSE and vegetated “green” walls, sound attenuation walls and signal design for the two ramp terminal intersections. The Stage 2 work also included extensive environmental works including culvert and creek channel enhancements to allow for fish passage and creation of habitat areas for environmental compensation.

Binnie provided Project Management and prepared the Detailed Design including Traffic Engineering, Highway Geometric Design, and Utility Design. Our specialist sub-consultants included KCB for Geotechnical and Structural Engineering, ENKON for Environmental Services, DMD for Electrical Engineering and Wakefield Acoustics for Noise Assessment. Throughout the project, Binnie worked closely with the City of Surrey, MOTI, and local groups to ensure that community needs were addressed.
