Undergrounding Utilities in Fort Langley

In 2012, the Fort Langley Business Improvement Association initiated a Local Area Service project to improve Fort Langley’s popular downtown area along Glover Road and Mavis Avenue. The area has a unique character, with small, locally owned businesses that depend on foot traffic for their patronage.

As a Local Area Service project, those property owners whose property is within the project limits were required to contribute to the costs of the beautification. The Township of Langley also secured partial funding for the project under the BC Hydro Beautification Program.

The project required extensive consultation with stakeholders including the public, Mayor and Council, Fort Langley Business Improvement Association, Heritage Advisory Committee, Parks Department, BC Hydro, Telus, Shaw Cable.

The Township of Langley retained Binnie along with our sub-consultants DMD & Associates (Electrical) and Levelton Consultants (Geotechnical) to provide engineering services to coordinate the design and construction of the undergrounding of all existing overhead utilities along Glover Road and Mavis Avenue. The utilities primarily consist of hydro, telephone and cablevision. The poles supporting the overhead utility wiring also carry streetlights and required removal of the utility poles and installation of a new, separate ornamental streetlight system.

A particular challenge in designing this project was determining an acceptable alignment for the underground services and locations of the above-ground transformers without disrupting the historical features of Fort Langley or the existing businesses. The designs were also required to meet the Township standards as well as those of the utility companies.

A local Langley company was hired to construct the project. A ground-breaking ceremony was held on Wednesday, April 29, 2015 initiating construction.
